Functions of the Council

As a statutory professional regulatory body, the functions of the Council are stipulated in Section 4 of Act 11 of 2003.

Section 4 · Act 11, 2003

The Council is empowered to:

  1. Regulate the practice of Medical Laboratory Science in Nigeria.
  2. Determine standards of knowledge and skill to be attained by persons seeking to become Medical Laboratory Scientists, Technicians and Assistants.
  3. Regulate the training of Scientists, Technicians and Assistants in any institution in Nigeria, and give periodic accreditation to institutions.
  4. Provide and maintain separate registers for Scientists, Technicians and Assistants.
  5. Regulate the production, importation, sale and stocking of diagnostic laboratory reagents and chemicals.
  6. Assess, evaluate and register foreign graduates of Medical Laboratory Science.
  7. Conduct examinations for Technicians and Assistants.
  8. Inspect, regulate and accredit medical laboratories — both public and private.
  9. Perform such other functions as may be conferred on it by the Act.
What the law stipulates

On the practice of Medical Laboratory Science

  • A practitioner shall be one registered and licensed by the Council to practise as such, as stipulated in Act 11 of 2003.
  • Such a practitioner shall obtain a licence to practise from the Council not later than the 31st day of March each year.
  • Only persons whose names appear in the relevant register may use the corresponding professional title.
